Prepare for a Raila presidency in 2022-David Murathe

Jubilee Party Vice Chairman David Murathe has told Kenyans to prepare for Raila Odinga presidency come 2022.

In an interview with KTN yesternight ,the ally of president Uhuru said that the ODM chief must now be rewarded for all the struggles and sacrifices he’s made to ensure this country progresses democratically.

Raila would have his one term then pave way for generation change in Kenya’s political order.

“We think it’s time Kenyans rewarded the years of struggle of Raila Amollo Odinga. They owe it to him. It’s like Mandela, and 2022 will be a Mandela Moment. And we would also like to tell him (Raila) to be a transitional president who will then nurture the young generation to take over in 2027,” he said.

Accordin’g to him,the fact that Raila will contest is unquestionable.

“What I can confirm is that in 2022, we will have a poster. And in that poster there will be a portrait of the Handshake. Assuming we go by the formation unveiled at Bomas, we will probably have a prime minister coming from Mount Kenya. You may have a deputy prime minister coming from Coast and the other possibly from the Rift Valley,” he said.

Murathe asked the Wiper party leader to pave way for Raila to have his one term.

“Untill he (Kalonzo) moves from the Nasa coalition, what we are doing is co-operating. Just like we are co-operating with ODM. I don’t know what the arrangement is on the Nasa side but if you ask me I would like him (Kalonzo) to also let Raila run,” he said.

David Murathe has been very instrumental in shaping President Kenyatta’s political agenda.

Other key leaders in the same ,include cabinet secretaries;

  • Ukur Yatani (Treasury),
  • James Macharia (Transport)
  • Peter Munya (Agriculture)
  • Fred Matiang’i (Interior)

Is Matian’gi Being groomed For Presidency? Health CS Kagwe Hints.

Health Cabinet secretay Mutahi Kagwe has hinted at his interior counterpart contesting for presidency.

In what many saw as referring to Matiangi,Kagwe on Friday told the Gusii community that one of their own was capable of clinching the top seat if they supported and protected him from “external forces”

According to The Daily Nation,The CS used the parable of an expectant woman to urge the Abagusi to read the signs of the time, come together so that other parts of the country can also support their son.

Kagwe was speaking at a leaders meeting held at Kisii County Assembly grounds.

Dr. Matian’gi comes from Kisii and on more than one instance has been viewed as a potential presidential candidate come 2022.

“If you see a protruding tummy of a woman and it continues to grow, what do you think is growing in there? Just use eyes to conclude that a child is about to be born,” said Mr Kagwe to a salvo from those who attended.

“If you do not nurture and protect the expectant mother, feed and protect her from external dangers, you would blame yourself if she loses the pregnancy.”

“You, Abagusii, know that in politics, people fight and undercut one another. But this is not the time for political backstabbing. If you behave normally, the world will treat you normally,” Mr Kagwe added.

Matiangi however did not give a comment on Kagwe’s remarks.

The duo are in a four day tour in Nyanza ,aimed at assessing the aftermath of covid-19 in Kisii, Homa Bay, Kisumu and Bomet counties as well as how prepared they are.

Members of the public lined the street of Kisii Town to receive the leaders.

Thereafter ,CS Mutahi Kagwe gave the daily report on Covid-19 situation in the country.

From a sample size of 6814,  727 new cases were reported will 5 of the cases being from Kisii.

On his side, the incumbent governor of Kissi county ,James Ongwae said that it is high time the Gusii commnuity got a representation by Matian’gi in sharing the national cake.

Other leaders who also led their constituents to urge Matian’gi to declare interest in presidency include Kisii Senator Prof Sam Ongeri, MPs Richard Onyonka (Kitutu Chache South) and Jimmy Agweny (Kitutu Chache North)

Others were Richard Tong’i (Nyaribari Chache) and Woman Rep Janet Ong’era.

“We have our son here who has left a mark in all the ministries he has served. We are urging our people to rally behind him for the highest seat in the country,” said Prof Ongeri.

Dr.Matiangi has however not personally expressed interest in any political seat although calls to have him go for presidency have been growing.

He died at Pandya hospital barely two weeks after his wife died of covid-19 complications.

At the time of his wife’s burial,Kajembe was on Oxygen hence was not able to attend.

After the wife’s demise, some of his close relatives were admitted to the same hospital.

Sources say that his burial is to take place at 7pm today at the Kajembes family cemetery in Changamwe.

His wife was also laid to rest in that same place.

Among the leaders that have sent condolences include ODM chief Raila Odinga.

Sonko asks for Raila’s intervention in ongoing city wrangles.

Nairobi governor has called upon Chiefs Justice David Maraga and ODM chief Raila Odinga to help resolve the leadership wrangles in the county.

For a period now,Sonko and the Nairobi Metropolitan Services boss Mohammed Badi have engaged in territorial wars.

Sonko has accused the “dark forces in the system ” of causing disharmony.

“My humble appeal now goes to the Honourable Chief Justice, the Senate and Hon. Raila Odinga as great defenders of devolution in this country, we need your urgent intervention and rich wisdom in this crisis, before the county cripples down and is taken away by selfish individuals,” he said.

The governor attributed the crisis and divisions currently witnessed to “dark forces” whose aim is to take control of Nairobi county through backdoor.

“I promise you, very soon the truth shall be known to all.” Said Sonko.

He added that despite him signing the deed of transfer of functions to the national government in good faith, it has since been hijacked by individuals with partisan political interests.

“I appreciate the great works NMS is doing, methodology of its existence notwithstanding. However, NMS, led by General Badi has conducted itself in a partisan political manner against the deed of transfer which was to complement and not compete with my administration,” he said.

Sonko never hesitated to take issues with CS Fred Matian’gi who last week claimed that some Wardreps were armed with guns.

He dared Mr. Matian’gi to produce the names of the MCA’S he claims to have disarmed.

“If your very keen you will notice this is just to divert us from seeking justice for Hon (Patricia) Mutheu. There are clear guidelines on how firearms are handled within the assembly precincts under strict supervision of seargent-at-arms,” he said.

The Mlango Kubwa MCA Hon Mutheu was clobbered by police when the Wardreps attempted to serve Beatrice Elachi ,the speaker with an impeachment notice.

He then does 21 press- ups as his team counts along then adds other 9 reps bringing the total to 30.

On Wednesday, the president came accross photos and videos on social media of people working out in grouos public.

This prompted him to ban outdoor workouts in a bid to reduce the curb the spread of the virus.

This is just one of the several times the president is bringing his health to focus.

Raila is right on the revenue Sharing Formula-Murkomen

Former leader of majority in the senate kipchumba murkomen has welcomed Raila odinga’s latest stand on revenue sharing formula.

On Wednesday,Raila said that he is no longer in support of the third basis revenue sharing formula.

He however said that no County should lose funds.

According to The Star ,during an interview with NTV, the ODM leader said that it should be a win-win situation.

Raila on Wednesday said he did not have all the details on the CRA third basis formula.

“When I first wrote the statement, I had just come back from (treatment in) Dubai,” he said during an interview with NTV.

He said he was not aware that parliamentary budget committee had changed report by the Commission on Revenue Allocation (CRA).

Kipchumba murkomen through his Twitter page hailed Raila for the decision.

“I welcome Right Hon. @RailaOdinga ‘s decision to support a Win -Win formula for county allocation revenue. This together with the earlier support and firm stand by HE @WilliamsRuto helps the country find solution,” he said.

“Thank God my adjournment motion is beginning to bear good fruit. To all my colleagues… who have stood firm for a United Kenya May the Lord bless you. Keep walking.”

On Sunday Raila convened a meeting with a section of Jubilee leaders with the aim of discussing the third basis of revenue sharing formula.

Deputy president Dr. William Ruto last month termed the revenue sharing formula as unnecessarily divisive.

“The legislature must as per its mandate structure a win-win formula that is sensitive to proposals made without hurting any county. Inawezakana,” the DP tweeted.

On Tuesday, the legislators for the seventh time voted to adjourn the debate on Sakaja-proposed revenue sharing formula.

According to the formula,no county gets less funds than the one it got in the  last fiscal year.

Despite weeks of debates ,the senators have not reached a consensus on the formula.

The impasse has stalled the passage of County Allocation Revenue Bill.

Politicians want nicknames included on ballot paper.

If a bill that allows politicians to use their nicknames on the ballot is approved by the Senate, then politicians will be free to identify themselves with the same.

You will therefore not be surprised to find Raila represented as ‘Agwambo/Tinga’ Joho as ‘Sultan’ or Senator orengo as ‘Nyatieng’ on the ballot paper.

The bill was sponsored by Nyeri Senator Ephraim Maina,The Star reports.

The Senate’s Justice and Legal Affairs Committee has already approved the Elections (Amendment) Bill 2019.

Committee chairman Okong’o Mongare will move the amendments in the Bill which he will introduce in the House for third reading.

Maina proposes that a politician be identified by his/her popular name during nominations or general elections.

“A candidate shall apply to the Commission, in the prescribed form, for the inclusion of the candidate’s popular name in terms of subsection,” the Bill reads in part.

According to the bill, any politician who wishes to use his nickname during elections will have to apply to the IEBC 21 days ahead of submission of official names.

An independent candidate will make the application while submitting his/her symbol.

The IEBC’s approval, according to the sponsor, shall ensure that this flexibility does not prejudice a free and fair election in any way.

At the moment, candidates are only expected to identify with their official names as they appear on his/her identification documents or register of voters.

Maina argues that candidates, under the current law, finds it hard changing their names in accordance with Registration of Persons Act, Cap 107, Registration of Documents Act, Cap. 285 and rules and regulations made under the two Acts.

“The ultimate goal of an election is to ensure that the electorate choose their preferred leaders in a free and fair environment.

“Name recognition thus becomes an important aspect of a free and fair election and should be enabled to the fullest extent. It ensures that a voter easily identifies his or her preferred candidate on a ballot and, therefore, votes in the way he or she intended,” the senator says.

If politicians were to use their nicknames on the ballot in the past, they had to swear affidavits to include their popular names in the official identification documents.

In that regard, the incumbent Nairobi governor and the former Kiambu governor had to include the names in their ID’s.

To help their supporters identify them easily ,Mike Mbuvi added the popular “Sonko” while Waititu “Babayao”

Former Senator Muthama differs with Kalonzo on the revenue sharing formula.

Former Machakos Senator Johnston Muthama has differed with his once party leader Kalonzo Musyoka over the controversial revenue sharing formula.

Muthama is against adoption of the formula which he says threatens the unity of the country while Kalonzo has endorsed it.

The shrewd former Senator bade wiper party goodbye last month.

He said the country will either be made or brocken by the casual manner in which the government handles important national issues.

The former Senator was speaking from his Gigiri office on Monday where he asked the head of state to come to the rescue of this nation by intervening in the stalemate.

He blamed the current impasse on the senators who he said have not come to a consensus on how the revenue can be shared between the 47 counties.

Muthama warned against allocating meagre funds to marginalised counties while giving huge sums to already developed counties.

This he said will be tantamount to rewarding population.

“I appeal to the President of the republic of Kenya not to touch the normal allocations meant for marginalised counties. Since Independence, it is now that some counties are seeing tarmac road for the first time and such counties are going to lose Sh1.9 billion in the proposed formula,” Muthama said.

“For the sake of a united country where each and every citizen feels part of the country, the sharing of funds should be that which was being given to those counties is not touched.”

He termed the move provocative and whose end results might be further marginalisation.

“They should forget taking that direction because the country will be divided if the government tries to take away money from the marginalised,” he said.

“The Senate seems unable to unlock the stalemate. Kenyans are just watching name calling while others are being branded as Kieleweke and Tangatanga. The name calling will not solve Kenya’s problems. ”

Keep Raila’s Name out of the Revenue Impasse-Mbadi

ODM party through MP, John Mbadi has rubbished claims by a section of Coast leaders that Raila failed to rally his troops to reject the controversial revenue sharing bill.

In a press conference convened by Kilifi North MP Owen Baya,Malindi’s Aisha Jumwa, Lungalunga’s Khatib Mwashetani and Nyali’s Mohamed Ali made the claims.

ODM said that singling out luo leaders was unfair since the formula support pattern was not dependent on anyone’s political affiliations.

According to the party, supporting or rejecting the bill was determined by whose county was set to benefit or lose much.

Mbadi urged those blaming Raila to shift their blame to President Kenyatta and his deputy.

He gave examples of Senator Sakaja and Philip Mpaayei who defied the president despite being in his camp.

On claims that Raila’s absence caused a gap in the Party leadership ,Mbadi said that cannot be true since Isiolo Senator Fatuma Dullo, the deputy majority leader, did not vote with the majority.

“Garissa Senator Yusuf Haji who is Uhuru’s friend and leading the BBI is voting against the position of the majority. How come no one is looking at that?” Mbadi asked.

The Legislator further said that it is hypocritical for Ruto allies-dominated group to Blane Raila yet DP Ruto’s affiliated senators except Murkomen voted in support of the bill.

“Why not tell Ruto to ask the senators of Nandi, Bomet, Kericho, Laikipia, Nakuru, and Meru’s Mithika Linturi to vote against the population matrix?” he posed.

“This is political mischief. Why don’t they persuade him (Ruto) to help them? Senators are voting for the population and hence against the interest of the Coast and they are quiet about that.

“Those guys are voting as individuals, not as Tangatanga, Kieleweke or ODM. Why not direct the arsenals at those senators?”

Mbadi termed dishonest, the tendency of the once Raila allies who have since found a new political friend-Ruto to keep attacking ODM.

“They are using the revenue debate to remain relevant and antagonise ODM in its support bases yet they know the support defies party line,” Mbadi said.

He said that Migori, Homa Bay, Kisumu and Siaya senators supported the bill because they are set to benefit from it.

“They are thus voting selfishly just like Kericho and Nandi, Bomet, Nakuru, Laikipia counties, which are gaining.”

Senate bans physical committee meetings.

In a bid to reduce the spread of corona-virus ,the speaker to the Senate has stopped all physical committee meetings in the Senate for one month, reported The Star.

Just a few days ago the same decision was made by the national assembly, with the same aim.

“We had a liaison committee meeting, which has all the chairpersons of committees, and agreed that all meetings should be held virtually,” Lusaka said.

He said that the decision is subject to review after one month.

Critical Commitees such as County Public Accounts and Investments Committee (CPAIC) will then be allowed to hold physical meetings on a case by case basis.

“But for CPAIC, it is important that they hold physical meeting because of the huge documents that they go through. But in the meeting, we agreed that we suspend all physical meetings for one month and review the situation after,” he said.

CPAIC is mandated to mornitor how the billions sent to counties by the national government are spent.

The panel interrogates the county chiefs to account for the disbursements.

The council of governors through a letter to the speaker last week urged the Senate to avoid exposure to COVID-19 infections by holding virtual meetings.

“We call upon the Speaker of the Senate to emulate the example of the National Assembly, which has since dispensed with physical appearance. I urge all the governors to appear virtually as their health comes first,” CoG chairman Wycliffe Oparanya (Kakamega) said.

In a phone conversation with one of the dailies ,the speaker said that owing to the fact that some Legislators falls within the vulnarable age category, and have other underlying health conditions, Governors’ appeal was very critical.

“After one month, we will review and CPAIC will handle each case on its own merit. Those (governors) who request virtual meetings we will allow them,” he said.

Last week, The National assembly Justin Muturi suspended all physical commitee meetings as well as discouraging physical contacts within parliament.

The orders were prompted by reports that many Mp’s had contracted Corona Virus.

John Mbadi, the leader of minority in the national assembly revealed that 36 parliamentary staff had been confirmed covid-19 positive.

“Parliament is a small area with a very high population. Already among us a few members have contracted the virus and we don’t know because many of us have not tested,” he said.

At the onset ,he was popular but his name was later tainted by several allegations of sexual harrasment.

In as much as he denied the accusations, his popularity greatly dropped.

President Trump in the year last year appointed him to the Federal Reserve Board. Nevertheless,he withdrew his nomination on account of Republican Senators refusing to endorse his appointment.

“They didn’t know how he had started his career as a civilian employee of the Navy. It was funny to us because sometimes political pundits portrayed him as kind of a goof – having no idea that during his time working for the Navy, he was literally a rocket scientist.”
